District holds to takeaways in latest counterproposal

Despite significant movement by AFT in its comprehensive counterproposal on April 29 (see details here), yesterday at the bargaining table District negotiators made no significant movement in their response.   The District’s May 2nd counterproposal confirms their plan to implement an ongoing, unilateral 5% salary reduction on July 1, 2013, while proposing major contract takeaways, e.g. vacating reemployment rights for part-time faculty; shifting more of the cost of health coverage to employees; the right to cancel classes at any time regardless of enrollment, etc. They modified their proposal on dental coverage: employees would pick up 10% of the employer premium rather than the previously proposed 50%. Regarding Other Post Employment Benefits, however, they regressed, now proposing that new full-time faculty be deducted 2% towards retiree health care, while all other faculty contribute 0.5%.

Negotiators confirmed CCSF Board of Trustee plans to sequester Prop A funds in 2013/14, spending less than 1/3 of the funding on voter-approved uses. AFT continues to demand a reordering of priorities in the “upside down” 2013/14 Tentative Budget. Join us in protest at the Thursday, May 23, Board of Trustees meeting to turn the budget right side up.
