​Progress on Constitution and By-Laws

On Feb 27, the Delegate Assembly voted to place proposed changes to the AFT 2121 Constitution and By-laws on our April ballot for the membership to vote on. Those proposals are:

— Non-substantive editing, typo fixes, and updates for current practice
— Combining the Constitution and By-laws into one document. (Text from the By-laws appears in blue in the attached draft.)
— Removing the ability of people who do not work at CCSF to apply for AFT 2121 membership (blue highlight, page 3).
— Specifying that only current members can vote on AFT 2121 contract ratification (green highlight, page 13).

In addition, the Delegate Assembly considered proposed changes to the participation of retired union members. The DA referred retiree issues to a sub-committee for further work, and there have been significant changes made since. The sub-committee will present its current proposal at the General Assembly meeting on Tuesday, 3/20, and ask that it be approved for placement on the April ballot. Changes relevant to retirees are marked in yellow highlight in the attached draft.

— Retiree Chapter members may retain limited membership in Local 2121.
— They may vote in AFT 2121 leadership elections.
— The retiree representatives on the Delegate Assembly and the Executive Board would have limited voting power.
— Retirees may run in at-large elections for delegations to affiliated organizations, including AFT, CFT, and SF Labor Council.
— Retirees may not serve on the Executive Board, except as the designated retiree representative.
— Retiree Chapter Members may retain membership in AFT 2121 COPE.
