Chancellor Inaction on Ghost Students
Over the next week, AFT is going to be reporting on the developing consequences of Interim Chancellor Bailey’s inaction on ghost students.
AFT has closed its faculty survey on experiences with ghost students during the spring 2025 semester:
- 100% of the teaching faculty who completed the survey report enrolled ghost students in at least one section, with over 25% dealing with the issue in 4 or more sections
- Many faculty report ghost students in both in-person and online classes, a troubling development
- 78% of faculty report that the current administration has failed to provide adequate support/leadership for addressing ghost students
Recent budget developments confirm both the extent and financial consequences of CCSF’s delays in meaningfully tackling the ghost student problem: from January to March, the CCSF administration adjusted its full time equivalent student # (crucial for our budget) down by 786 FTES. That is a 5% decline in enrollment likely due to ghost students: fraudulent students who take up space in our classes preventing real students from enrolling in CCSF. This is a mission critical problem, and the response from Interim Chancellor Bailey over the past year has been assuring words and a troubling lack of meaningful action.
AFT leaders and many others have spent the past year imploring Bailey to treat the ghost student problem more urgently. We have asked the Chancellor to consult with other schools who have effectively addressed this problem, devote more resources to this problem, find better software, and more. After a full year of asking, the Chancellor and his team are finally taking more meaningful steps, but sadly for our students, budget, and community, it is too late to avoid serious consequences.
As our community chooses its new permanent Chancellor, we need to ensure that the chosen candidate not only says the right things, but has the experience and track record needed to take decisive action.
Stay tuned for more from AFT on the ghost student saga.
Tomorrow! April 5 Mass Mobilization
Across the country and through many sectors of our political spectrum in the US, Americans are calling for the protection of the systems and infrastructure that make our lives better.
We are witnessing existential attacks on the foundations of opportunity—public education, healthcare, collective bargaining and Social Security. Rather than making things better, the current administration is trying to decimate everything we have fought to build—funding for the public schools, healthcare and Social Security our families rely on, and now, the very voice collective bargaining provides for working people.
This Saturday, April 5, AFT members—educators, healthcare professionals and public service workers—are joining thousands of people in a nationwide day of action to say: Hands off our Social Security. Hands off our public schools. Hands off our Medicare. Hands off our freedom of speech. Hands off our students. Hands off our jobs.
Join educators, labor leaders and other concerned citizens at the Civic Center Plaza this Saturday, April 5, 1-3 PM to raise your voice against the destruction being done to our communities. And if you can’t make it to San Francisco, there are events all over the Bay Area and around the country. Click here to find an event near you.
This administration is coming for anyone who believes in a country where people should be able to retire with dignity, where public services work and where democracy means more than billionaires pulling the strings.
Whether you care about education, healthcare, jobs, retirement, democracy or basic dignity, you have a stake in this fight. And together, we have to show this administration that fight.
See you there!
