External agencies taking toll on College

The time and effort devoted to catering to external agencies recently—first the accreditation agency (ACCJC) and now the visiting fiscal monitoring team from the State Chancellor’s office (FCMAT), along with the extra scrutiny by CalSTRS auditors—is causing major strain in an institution already stressed by years of State budget cuts and the July 2012 Show Cause sanction.  Along with the relentless extra work required of the faculty during this “show cause” period, the strain on administrative staff is evident in delays and dysfunction in the “normal” running of the College.

These pressures are negatively impacting the Union’s ability to represent our members in a number of ways:

  • Contract negotiations: administration delays in providing information to the Union necessary to examine proposals as administrators are pulled to other tasks. This is most acutely impacting the ability of the parties to engage over economic proposals and analysis of the District budget and of compensation (wages and benefits) issues and comparisons with other community colleges.
  • Delays in responding to questions, problems, and grievances of employees.
  • Errors and delays in processing faculty pay and CalSTRS reporting frustrate and cause significant financial trouble for employees, their union reps, and CCSF staff. The head of payroll has been placed on administrative leave, causing the District to scramble to find a temporary replacement. (See AFT’s info and new form for your payroll concerns.)
  • Changes in policies/procedures without consultation with the Union, e.g. retention rates and enrollment data replacing seniority as a criterion in making assignments.
