Background:

In 2022, the District officially laid off 38 FT faculty, which also meant job loss for 98 part-time and 3 full-time categorical faculty. Since then, we’ve fought for re-appointments. Yet some departments remain devastated – including where there is clear student demand, and even where the college has had to refuse grant money rather than assign faculty. Cutting classes and throwing employees out on the street in a time of budget surplus was unconscionable.

Faculty, students, labor, and community allies fought hard to replace the board members who had voted for layoffs with trustees who are committed to public education instead of downsizing. In May 2023, the new Board of Trustees issued a resolution calling for the recall of laid off FT faculty. The resolution states:

“The Board of Trustees expects the Chancellor to develop a plan to recall all remaining full time tenured and tenure track faculty laid off in May 2022 as soon as possible but in no case later than for the 2025 spring or summer semester.”

In response to the problem of mass waitlists building for fall classes, especially in departments impacted by layoffs, the Board held a Special meeting on July 27, 2023, at which the Board unanimously passed a motion building on their May Resolution by specifying that the process of rehiring faculty needs to begin right now, starting in departments where there is “urgent need.” The Board also clarified that the entire rehiring process needs to be completed by summer 2024 (not 2025 as stated in the May Resolution). 

This doesn’t mean everything is guaranteed since Chancellor Martin has to actually follow his Board’s guidance, but it’s a huge step forward. And to state the obvious: Chancellor Martin should follow his Board’s guidance. Turning thousands of students away again this school year is wholly unacceptable–it would be a profound failure in leadership, one that would undermine our mission as an institution as well as the long term financial stability of our college. Our city and region need a thriving City College that is ready to meet community demand for quality jobs, degrees, and hope.
