Seniority & FSAs for Faculty Working Full-Time

These are the same lists posted by CCSF Employee Relations, sorted by name and department to make them more useful. Adding insult to injury, the District has removed the names of laid-off FT faculty, even where we anticipate re-appointments. But you know who you are — this list does not change your rights in any way.

Your seniority is only one number, even if you work in multiple departments. There is no seniority “in” a particular department, area, or assignment.

“Seniority date” for full-timers is the date of the beginning your paid FT service. For most full-timers, that’s the beginning of the semester in which you began as tenure-track. Previous service as a part-timer or long-term sub is not normally counted for this purpose. The exception is a case in which you worked as a long-term sub (over 67%, with an upgrade) for the entire academic year immediately before you began your tenure-track work. 

Ties are broken by lottery. The lottery drawing is done at the time of hire, and then that number does not change.

That means your seniority is not affected by leaves, sabbaticals, or load.

Faculty Service Areas (FSAs, Article 23)

The District FSA list is still a work in progress. They have updated the list somewhat, but it is not yet complete. The version on the college website has laid-off FT faculty in a separate tab; our version has everyone together in one list.

In the case of layoffs, full-time faculty have the right to work anywhere in the college where you are qualified. FSAs are the way to establish your qualifications, as defined in Ed Code 87743.1

Suppose I teach Math, and I’m facing layoff. Suppose I also have an FSA for Economics, and I’m senior to others who teach Economics. If an Economics class is being offered, I would have the right to teach it, and therefore not be laid off. This is the legal structure for layoffs, intended to make the process as fair as possible and avoid favoritism. Qualifying for more FSAs provides you with more protection in case of layoffs.

FSAs do not affect your right to work in normal circumstances. Most FSAs are the same as your regular qualifications; this has created confusion and led many people to refer to “FSAs” when they mean regular qualifications for regular assignment. But FSAs are not identical to regular qualifications in all cases. FSAs are only relevant in the case of layoffs of full-time faculty.

▪ FSAs only apply to tenured and tenure-track faculty.

▪ FSAs only apply in the case of layoffs of FT faculty. FSAs are not used in our normal assignment process.

▪ FSAs are often the same as your home department, but not always. Some departments contain more than one service area.

▪ The list of possible FSAs is mostly determined by the list used by the state of California to determine faculty qualifications. The state’s Minimum Qualifications page has a link to the most current Handbook with the disciplines listed. One exception is that each foreign language is a separate FSA, even though each language is not listed separately by the State. 

▪ Some CCSF assignments have higher qualifications than the state depends. You cannot be assigned unless you also meet the local CCSF requirements.

▪ FT faculty are automatically assigned to the FSA that covers the assignment you were hired for. This is your “primary” FSA.

▪ FT faculty were also assigned to FSAs covering every assignment we had up to May 2018, and everything that HR knew you were qualified for up to that date. These are also considered “primary” FSAs.

▪ We can also apply for additional “secondary” FSAs (Article 23.C). You must show that you’re qualified under the state quals and our local CCSF requirements. Previous information said the deadline was in September, but Ed Code says that the deadline to apply is February 15th. You can find the application form on the Employee Services website. You must be logged in to your ccsf.edu email to access the form.
