AFT charges CCSF with unfair labor practice
On June 26, 2018, AFT 2121 filed an unfair labor practice charge with the Public Employment Relations Board (PERB) over the District’s failure and refusal to provide information requested by our Union as relevant and necessary to the representation of our members. During Spring semester, several faculty members were called into interviews regarding allegations filed under the District’s Title 5 compliance office, which handles allegations of discrimination. The administration refused to provide the accused faculty members or AFT 2121 with a copy or summary of the charges levied against them. The District’s long-standing policy has been to refuse such information requests on the grounds that they violate student privacy rights and may compromise the District’s investigation. AFT is seeking a ruling from PERB that would overturn this unjust policy.
Our Union’s ability to represent faculty has also been compromised by the District’s failure to provide information related to specific grievances over faculty assignments and workloads, and employment status and pay for faculty hired as categoricals. The District’s obligation flows from its duty to bargain with AFT 2121 under State law (EERA). Vice-Chancellor Dianna Gonzales has pledged to address these outstanding information requests and the backlog of grievances filed by AFT 2121 in the coming weeks. We will continue to push for progress on this issue.
Summer pay
The new contract that our Union fought for and won goes into effect on July 1. This includes new, higher pay rates for all.
July pay will reflect the increase in base pay for faculty working full-time. HOWEVER, administration has told us they won’t be able to update the part-time pay scales until August.
That means July paychecks will reflect the old rates for July part-time assignments and full-time overload. In August, those working part-time and overload will receive retro payments to make up the difference.
August checks should have the correct new rates for all faculty.
Rush of new members since Janus
Last week, the Supreme Court handed down its decision in Janus v. AFSCME ruling that non-members will no longer have to pay their fair share for union representation; but
our Union will still be legally obligated to represent them. Since then AFT 2121 has seen how our CCSF faculty are choosing to respond to this attack on Americas’s public sector Unions: in the last week we have had a rush of faculty filling out our new
AFT 2121 online membership form!
Sticking together is the surest way for us to win if you want our Union to be able to keep fighting for you. If you have been meaning to join but haven’t yet now is
your chance to join the vast majority of our colleagues (88% of AFT 2121 faculty are members) who are
sticking with our Union.
Our AFT 2121 Finance Committee needs your help
Last year our Union formed a Finance Committee with the goal of increasing member participation and input into AFT 2121’s resource allocation decisions. Yvonne Webb, our newly elected treasurer, is re-extending an invitation to all AFT 2121 members at large to consider participating in the Finance Committee. Congrats to new elected City officials
Congratulations to new San Francisco Mayor London Breed and District 8 Supervisor Rafael Mandleman. Breed has been a long time supporter of City College, joining the picket line for our college’s first ever strike and was early to sign on in support of Prop W. Mandleman was on the frontline with us in our fight against the ACCJC and his leadership on the Board of Trustees helped make our college tuition free. AFT 2121 looks forward to working with Mayor Breed and Supervisor Mandleman to expand and fully fund the Free City program and ensure that City College remains a beacon of educational opportunity for all.
